containers, recycling bags, or any other lawfully established waste disposal 311 <br />device. 312 <br />2. No person shall intentionally dispose of grass, leaves, dirt, or landscape 313 <br />material into a water resource, buffer, street, road, alley, catch basin, culvert, 314 <br />curb, gutter, inlet, ditch, natural watercourse, flood control channel, canal, 315 <br />storm drain or any fabricated natural conveyance. 316 <br />G. Illicit Discharges and Connections 317 <br />1. No person shall use any illicit connection to intentionally convey non-storm 318 <br />waterstormwater to the City's storm sewer system. 319 <br />2. The construction, use, maintenance or continued existence of illicit 320 <br />connections to the storm sewer system is prohibited. This prohibition 321 <br />expressly includes, without limitation, illicit connections made in the past 322 <br />regardless of whether the connection was permissible under law or practices 323 <br />applicable or prevailing at the time of connection. 324 <br />3. A person is considered to be in violation of this ordinance if the person 325 <br />connects a line conveying wastewater to the storm sewer system, or allows 326 <br />such a connection to continue. 327 <br />H. General Provisions: All owners or occupants of property shall comply with the 328 <br />following general requirements: 329 <br />1. No person shall leave, store, deposit, discharge, dump, or otherwise expose 330 <br />any chemical or septic waste in an area where discharge to streets or storm 331 <br />sewer system may occur. This section shall apply to both actual and potential 332 <br />discharges. 333 <br />a. Private sanitary sewer connections and appurtenances shall be maintained 334 <br />to prevent failure, which has the potential to pollute surface water. 335 <br />b. Recreational vehicle sewage shall be disposed to a proper sanitary waste 336 <br />facility. Waste shall not be discharged in an area where drainage to streets 337 <br />or storm sewer systems may occur. 338 <br />c. For pools, the pool's water should be tested before draining to ensure that 339 <br />PH levels are neutral and chlorine levels are not detectable. Pool water 340 <br />should be discharged over a vegetated area before draining into the storm 341 <br />sewer system. Unsealed receptacles containing chemicals or other 342 <br />hazardous materials shall not be stored in areas susceptible to runoff. 343 <br />2. The washing down of commercial equipment and vehicles shall be conducted 344 <br />in a manner so as to not directly discharge wastewater where drainage to 345 <br />streets or storm sewer system may occur. 346 <br />3. Removal of pollutants such as grass, leaves, dirt and landscape material from 347 <br />impervious surfaces shall be completed to the maximum extent practicable 348 <br />using mechanical cleaning techniques. 349 <br />4. Mobile washing companies (carpet cleaning, mobile vehicle washing, etc) 350 <br />shall dispose of wastewater to the sanitary sewer. Wastewater shall not be 351 <br />discharged where drainage to streets or storm sewer system may occur. 352 <br />5. Storage of materials, machinery and equipment shall comply with the 353 <br />following requirements: 354 <br />a. Objects, such as equipment or vehicle parts containing grease, oil or other 355 <br />hazardous substances, and unsealed receptacles containing chemicals or 356 <br />other hazardous materials shall not be stored in areas susceptible to 357 <br />runoff. 358 <br />b. Any machinery or equipment that is to be repaired or maintained in areas 359 <br />susceptible to runoff shall be placed in a confined area to contain leaks, 360 <br />spills, or discharges. 361 <br />6. Debris and residue shall be removed as follows: 362 <br />a. All vehicle parking lots and private streets shall be swept at least once a 363 <br />RCA Attachment B
