Regular City Council Meeting <br /> Monday, March 20, 2023 <br /> Page 3 <br /> explained generally speaking the organization targets schools where at least fifty <br /> percent of enrollment qualifies for the National School Lunch Program criteria, <br /> however, Kids in Need Foundation targets seventy percent. If they have a choice <br /> to direct their funds the Foundation will first target those schools that are seventy <br /> percent or higher. The Foundation specifically seeks out those schools that are <br /> perhaps most under served, which predominantly tend to be areas that are <br /> economically distressed and disproportionately are students of color but if the <br /> Foundation is directing aid across an economic area,the minimum threshold is fifty <br /> percent. <br /> Councilmember Etten thought that made sense and thanked Mr. Wilson for the <br /> clarification. <br /> Councilmember Strahan indicated she was curious if this was just representing the <br /> Roseville School District or is this also representing the Mounds View School <br /> District, which serves many of the City's students. <br /> Mr. Wilson explained his organization serves communities statewide. These funds <br /> would be specifically directed in the immediate area and would be used locally for <br /> the resource center which serves both districts. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming <br /> forward. <br /> Etten moved, Groff seconded, awarding $10,000 grants to the following nonprofit <br /> organizations using the American Rescue Plan Act (ARPA) Funds: <br /> Bhutanese Community Organization of Minnesota <br /> Bridging <br /> Keystone <br /> Karen Organization of Minnesota <br /> Northeast Youth and Family Services <br /> Kids in Need Foundation <br /> Council Discussion <br /> Councilmember Etten indicated he was familiar with all of the organizations and <br /> knows that each one is doing very important work through the Roseville area and <br /> into the Mounds View schools where he works. He appreciates all of their efforts <br /> on behalf of the City's young people as well as families and older adults. <br /> Councilmember Groff stated he was pleased to see all of these organizations come <br /> forward and happy to second the motion. <br />
