<br />REQUEST FOR COUNCIL ACTION <br /> Date: April 24, 2023 <br /> Item No.:7.d <br />Department Approval City Manager Approval <br /> <br />Item Description: Discussion on City Commission scope, duties, and functions <br />1 B ACKGROUND <br />2 At the March 13, 2023, City Council meeting, Councilmember Etten requested the following item be <br />3 considered by the City Council: <br />4 <br />5 In conjunction with current City Commission members, have a discussion regarding the scope <br />6 and duty of commissions, the number of and/or frequency of their meetings, as well as any other <br />7 aspects of the current commission system they might consider asking to change <br />8 <br />9 At the March 20, 2023 City Council meeting, Councilmember Etten described his request in more detail <br />10 and the City Council agreed to put it on the future agenda. <br />11 <br />12 As a way of background, the City has the following commissions: <br />13 <br />14 Planning Commission <br />15 Police Civil Service Commission <br />16 Parks and Recreation Commission <br />17 Human Rights, Inclusion, and Engagement Commission <br />18 Public Works, Environment, and Transportation Commission <br />19 Finance Commission <br />20 Ethics Commission (comprised of representatives of each commission) <br />21 <br />22 The scope, duties, and functions of each commission is described in Title 2 of the City Code, which is <br />23 included with this case as Attachment B. <br />24 <br />25 P OLICY O BJECTIVE <br />26 Chapter 201.02 of the City Code states that “Advisory Commissions are establsihed to provide a method <br />27 for citizen input and are advisory to the City Council. The existence of city commissions are supportive <br />28 of the Community Aspirations to be “Welcoming, inclusive, and respectful” and “Engaged in our <br />29 community’s success as citizens, neighbors, volunteers, leaders, and business people”.
