Regular City Council Meeting <br />Monday, April 10, 2023 <br />Page 8 <br />310 <br />311 Chief Scheider explained the Police Department sees the same thing but it is some- <br />312 body going to a business that is licensed in the City and they cannot just start going <br />313 up to people and harassing them for going to a business. When the Police Depart- <br />314 ment has tried to talk to people who have just left the business, the answer is always <br />315 the same as the individual who just went and got a massage. It is kind of a dead <br />316 end there so if the person is not going to cooperate, and most of the time those <br />317 individuals will not, then there is nothing the Police Department can do. Being able <br />318 to enforce and prove illegal activity is where it becomes difficult. <br />319 <br />320 Councilmember Groff asked if the City could use fire codes as a way to inspect the <br />321 properties that are identified as problem properties. <br />322 <br />323 Chief Scheider explained that is certainly an option and another way to provide the <br />324 notion that the City is paying attention to the business and that the business is <br />325 operating the way it should be. <br />326 <br />327 Mayor Roe asked how the six hundred hours of training was arrived at as the <br />328 qualification. He asked if it is based on best practices that staff has researched and <br />329 found elsewhere. He did notice it seemed to correspond with what might be in State <br />330 legislation for licensing that was out there. <br />331 <br />332 Mr. Trudgeon explained that has been a standard the City has used for a long time <br />333 and is certainly a best practice and something established in multiple codes <br />334 throughout cities. The six hundred is the level of certification that staff has <br />335 determined qualifies as a massage therapist but it is his understanding that it is <br />336 pretty standard throughout the cities as the number used. <br />337 <br />338 Mayor Roe asked if there is an intent behind requiring it all at a single institution. <br />339 He imagined that individuals may go into one or two different institutions over the <br />340 course of their life. <br />341 <br />342 Deputy City Clerk Bruno explained that was added to the last Ordinance because <br />343 the City has had times where people come in that have a portion of that and will <br />344 want to go quickly, get it somewhere else, and then bring that certification in stating <br />345 there is six hundred hours. However, it did not always seem like it was accurate. <br />346 She noted most courses are six hundred hours. <br />347 <br />348 Mr. Trudgeon thought having a disjointed amount of hours from different schools <br />349 may be repetitive and might not be as comprehensive as a person would have from <br />350 a program that has complete certification. He noted staff looked at other cityÓs <br />351 ordinances as well, did notice that, and thought it was a good idea to make sure <br />352 there was something that was consistent training at an accredited institution. <br />353 <br /> <br />
