Regular City Council Meeting <br />Monday, April 10, 2023 <br />Page 9 <br />354 Mayor Roe indicated it was his understanding that the way the Ordinance is written <br />355 right now, transfers are essentially prohibited after the five year period. He noted <br />356 there are no more transfers at all even if from below the cap. He wanted to <br />357 understand if that was the intent or an oversight. He could imagine once this is <br />358 under the cap do people really care if people do transfers at that point. <br />359 <br />360 Mr. Trudgeon explained as long as this is under the cap there is no concern. <br />361 <br />362 Public Comment <br />363 <br />364 Mayor Roe offered an opportunity for public comment. <br />365 <br />366 Ms. Amy Adams, Woodhouse Spas <br />367 Ms. Adams explained some of the regulations she is very excited about. Having <br />368 additional regulations to this industry and this municipality is really important for <br />369 their business. In other municipalities in which her business operates there are <br />370 similar requirements for the therapists and licensing as an establishment. She <br />371 believed that elevates their business as a spa with massage therapy as one of those <br />372 many services that are provided. But it also elevates the profession of the massage <br />373 therapists. She has been watching the regulation happening at the State level be- <br />374 cause her business is also licensed at the State level with the Board of Cosmetology. <br />375 Many of the things the Council has discussed today her business goes through rou- <br />376 tinely. She stated as professionals in this industry, the Board of Cosmetology is <br />377 over their esthetician practices which covers all of their facial services as well as <br />378 the nail technicians and all of the nail services. Her business is inspected a minimum <br />379 of every year by a State assigned representative that comes into her business unan- <br />380 nounced. As discussed previously, the inspectors match the license on the wall to <br />381 the salon manager and she has a professional salon manager at each of her locations <br />382 as well as inspecting the esthetician, not only the facilities but also matching the <br />383 name on the name tag to the Government ID and to the license on the wall. That <br />384 protects staff and guests and elevates the quality and safety of the services. She <br />385 feels the regulations related to the six hundred hours is a wonderful addition be- <br />386 cause institutions that provide massage therapy education are wonderful in Minne- <br />387 sota and Nationwide. She stated it is often a hang-up for applicants that are not <br />388 able to prove or establish that profession and for her. Then it protects the business <br />389 and clientele. She explained there is very rigorous training done internally with <br />390 protocols and a franchisor at the National level that ensures the services her busi- <br />391 ness provides as a spa with over seventy luxury resort services are safe, not only <br />392 from a hand on perspective but also from a sanitation and safety perspective. She <br />393 is the owner of the business but is not a massage therapist so she truly appreciates <br />394 when municipalities take these regulations seriously. But, unfortunately in Rose- <br />395 ville, she is looking to open up a business this year that will not be able to open <br />396 because of the caps and being under the umbrella of a massage therapy license only. <br />397 She indicated her business is a spa and she opens spas because she is a mom and a <br /> <br />
