Regular City Council Meeting
Monday,April 10, 2023
Page 2
Roll Call
Ayes: Groff, Strahan, Etten, Schroeder, and Roe.
Nays: None.
7. Business Items
a. Receive Update on City-Wide Community Visioning Process
Assistant City Manager Rebecca Olson briefly highlighted this item as detailed in
the Request for Council Action and related attachments dated April 10, 2023.
Ms. Olson introduced Ms. Brigitte Bjorklund, Zan Associates who provided an up-
date.
Mayor Roe thanked Ms. Bjorklund for the update and indicated the Council appre-
ciated all the information.
Councilmember Strahan indicated she was curious about Ms. Bjorklund mention-
ing schools multiple times and because the City is separate from the
Roseville Schools.
Mr. Bjorklund explained she did not think the schools can be totally separated with
the community because they work hand in hand, but the City will be able to offer
what staff finds out and shares those with the school district and then those things
that the community can do something about would be blended in as well. A lot of
it has to do with inclusivity, providing different opportunities for accessibility,
those kinds of things that have come up. She indicated this will need to be looked
at and narrowed down to separate the things the schools can do something about
and things that the Council can do something about.
Ms. Olson explained in Phase Two, staff will dig deeper, ask them what the out-
comes will look like, and that is when they will focus the conversation on what the
City can do versus what other agencies or entities can do.
Councilmember Strahan thought the City was unique in that it is a separate entity
from the schools, and she wanted to make sure their focus stays within the areas
that Ms. Olson has mentioned and things that the Council can act on because it is
nice information. But if the School District was not part of setting up the infor-
mation, it is information that may not be something that the School District can
actively use. She wanted to make sure the City is utilizing the City's resources to
focus on the community. She noted there are multiple School Districts in the area
and private schools and homeschoolers, so she wants to make sure this is focusing
on the City of Roseville as much as possible, not go outside of that scope too much,
or focus on other agencies. She thought that was the City Council's goal in arrang-
ing this.
