EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was duly held on the 22nd day of May, 2023, <br /> at 6:00 p.m. <br /> The following members were present: Etten, Groff, Strahan; and Roe; and the following <br /> members were absent: Schroeder. <br /> Councilmember Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11984 <br /> RESOLUTION APPROVING AGREEMENT FOR <br /> RAMSEY COUNTY CRITICAL CORRIDORS GRANT FUNDS FOR <br /> THE COUNTY ROAD B AND SNELLING AVENUE (TH 51) <br /> PEDESTRIAN TRAFFIC STUDY 23-11 <br /> BE IT RESOLVED by the City Council of the City of Roseville, as follows: <br /> WHEREAS, the intersection of County Road B and Snelling Avenue (TH 51) is a major <br /> commercial corridor in Roseville and connects affordable housing neighborhoods, <br /> including Section 42 and Section 8 units,to commercial services and public transportation. <br /> The high levels of vehicle traffic combined with the intersection layout can be problematic <br /> for pedestrian safety and access through the intersection; and <br /> WHEREAS, traditional pedestrian improvement options to increase safety and quality of <br /> experience in this dense and high-traffic area are expensive, in most cases prohibitively so; <br /> and <br /> WHEREAS, the multi-agency jurisdiction of the County Road B and Snelling Avenue <br /> (TH 51) intersection complicates identification and funding of improvements; and <br /> WHEREAS, the Ramsey County Bike and Pedestrian Plan has identified this intersection <br /> and the surrounding area with the Highest Score category for Deficiency, Safety, Equity <br /> and Density analysis, signifying improvements in the area would meet Ramsey County's <br /> goals for safety improvement and equity of investment in a dense area; and <br /> WHEREAS; the Ramsey County's Housing and Redevelopment Authority (HRA) levy <br /> funds the Critical Corridors Grant program with goals to: <br /> • Boost connectivity between housing,jobs, retail, services and transportation; <br /> • Create more compact, walkable environments; <br />
