Regular City Council Meeting <br /> Monday, May 22, 2023 <br /> Page 6 <br /> department to see what might come from there rather than trying to identify five <br /> schools or organizations and see if the Commission can restart the seed somewhere <br /> rather than trying to find a whole new farm field. <br /> Councilmember Strahan agreed it was a great idea to take a pause. She did not <br /> know if late elementary school has been considered in the past but there might be a <br /> little more bandwidth in the fourth through sixth grade because those students are <br /> very passionate about the world. She agreed with Councilmember Etten about <br /> finding one school and connecting with a couple of teachers. She indicated she was <br /> excited to see what the Commission comes up with. <br /> Councilmember Groff concurred and thought it was a great idea to pause the Essay <br /> Contest. <br /> Vice Chair Palmquist indicated Commissioner Tidball created a new format for the <br /> Proclamations. She reviewed the changes with the City Council and indicated there <br /> is now a look to the future within the proclamation format showing what the action <br /> item is. <br /> Commissioner Tidball reviewed the proposed changes to the proclamation format <br /> with the City Council. He noted the Commission wants to try to figure out <br /> something that can be a fairly uniform format but that is a little more user friendly <br /> than the formal one if the City Council thought would work. <br /> Mayor Roe stated that sounded good because he tries to read the proclamations in <br /> a way that is meaningful for the audience and sometimes as the reader you get lost <br /> in the facts and figures. He thought the Commission was on the right track. <br /> Councilmember Strahan indicated she asked Mr. Trudgeon before the meeting if <br /> there was going to be a proclamation for Juneteenth and he said traditionally there <br /> has not been one. But she thought, especially given the public comment, that this <br /> is important in educating people in the community why Juneteenth is important and <br /> there is an event for Juneteenth which is an action item. She thought if it were to <br /> be possible to get a proclamation for this holiday, she would like that to occur. <br /> Councilmember Groff read through the sample and hoped it was going to be read <br /> at the meeting tonight but then realized it was just the suggested format. A couple <br /> of things he liked was regarding bullying and harassment, thought that was well <br /> said, and of course the action item appealed to him. <br /> Chair Palmquist explained Rosefest was discussed previously and Commission <br /> Becker reached out to a few organizations but did not get the response back that the <br /> Commission was hoping for. She indicated the Commission is going to go to other <br /> Commission meetings and invite them to participate. She noted an email was sent <br />
