Regular City Council Meeting <br /> Monday,May 22, 2023 <br /> Page 7 <br /> out to the Commissions initially and the Parks and Recreation Commission will be <br /> joining them. <br /> Commissioner Becker indicated she was trying to think of Rosefest as an <br /> opportunity to promote Commission recruitment, especially youth recruitment. <br /> She explained there were a lot of younger people at the parade last year, so she was <br /> trying to think of providing some type of materials,something fun to let the younger <br /> community know there is an opportunity there. <br /> Councilmember Strahan did not know if this was appropriate or not, but if the <br /> Commission has two spots for people and there are not enough people, she was not <br /> sure if it would be appropriate to invite the Commissioners spouse or children to <br /> walk as well. <br /> Councilmember Groff thought it was a good idea to have representation from other <br /> Commissions with the HRIEC because people do not know the Commissions the <br /> City has and it is an educational opportunity for people watching the parade. <br /> Chair Palmquist reviewed some other outreach opportunities the Commission will <br /> be doing in 2023 including being in the schools more and looking to do some <br /> student outreach. One of the things the Commission is realizing is the limits on the <br /> Youth Commissioner position. She indicated the Commission understands the <br /> reasons behind those limits that the Youth Commissioner has to be a resident, but <br /> the City is also losing out on a big voice within the community and the Commission <br /> is looking to see how it can readjust and maybe change to non-voting or how to <br /> reach out to the students to get Youth Commissioners on the Commissions because <br /> having none is lacking. She asked for Council feedback. She noted the <br /> Commission would like to ask the City Council to reconsider some of the <br /> limitations that are on Youth Commissioners as the recruitment continues for all <br /> the Commissions. <br /> Councilmember Strahan indicated she would be supportive of allowing students <br /> who attend school within Roseville, which does not include everyone within the <br /> Roseville Area School District. If the school is within the boundaries of Roseville <br /> or the student lives in Roseville,then she would be in favor of that. If someone did <br /> not live within the boundaries,if there was a concern about representation that they <br /> may be allowed to be on the Commission without voting. She thought that would <br /> be a reasonable compromise. <br /> Mayor Roe thanked the Commission for coming to the meeting and presenting the <br /> work the Commission has been doing. <br /> 8.
