REQUEST FOR COUNCIL ACTION Date: June 20, 2023 Item No.: 7.d Department Approval City Manager Approval Item Description: Victoria Street Pathway Funding Update Page 1 of 3 BACKGROUND 1 On March 20, 2023, the City Council approved a resolution requesting Ramsey County to submit for 2 federal region solicitation funds for the Victoria Street Pathway and committing the City of 3 Roseville to its local cost share. On June 5, 2023, the Shoreview Council passed a similar resolution 4 of support. The application would be submitted this summer for the West Alternative as detailed in 5 the Victoria Street Roadway and Trail Conceptual Design Study (Attachment B). 6 After the March 20 meeting, the County informed the City they may apply for a different funding 7 category in the Metropolitan Council Regional Solicitation. They think applying to the Safe Routes 8 to School category will have a better chance of being funded than the Regional Trail category. 9 There are three elementary schools adjacent to the corridor which makes this application very strong. 10 Additionally, there are typically less applications in this category than the regional trail category. 11 Although there is a better chance of getting federal funds to help pay for the project, the maximum 12 award amount for the Safe Routes to School category is $1,000,000. If this is awarded, funding 13 breakdown would be as shown below. In 19 August of 2022, the Victoria Street Roadway and Trail Conceptual Design Study was 20 completed. 21 This 2- mile segment along Victoria Street is currently posted between 35-40 mph and only 22 has a small shoulder that can be used for walking and biking. The road has an average of 23 4,950-6,200 vehicles per day of traffic and also serves Metro Transit Route 227.
