There are also existing pathway 26 <br />connections at County Road C and at Harriet Avenue on either end of the corridor. 27 <br />Additional east/west pathway connections are available at Woodhill Drive, West Owasso 28 <br />Boulevard and County Road D. 29 <br />This pathway segment has been on the City’s Pathway Master Plan, Segment 10 30 <br />(Attachment D), for many years. The pathway connection would provide better access 31 <br />between neighborhoods and three schools as well as the Owasso Ballfields and Central Park. 32 <br />In 2016, the City Council received a petition (Attachment C) from residents to begin 33 <br />planning and to install a pathway on this segment. Due to the existing topography, installing 34 <br />a pathway in this corridor is more difficult than other segments where the City has installed 35 <br />in the past. Due to the high cost of the project, getting outside grant funds is likely the only 36 <br />way the project can be funded. 37 <br />POLICY OBJECTIVE 38 <br />From the City’s Pathway Master Plan, Policies and Standards, the following policies would be met if 39 <br />this pathway segment were completed: 40 <br />2) Provide pathway facilities along all roads. 41 <br />a. Develop a pathway along all arterial roads where equal alternate parallel routes are 42 <br />not available. 43 <br />5) Provide a safe network of pathway linkages for pedestrians and cyclists to and between 44 <br />educational facilities, churches, business centers, transit stops, parks and open space. 45 <br />c. Parks, open space and transit stops shall have a pathway connecting them to the 46 <br />pathways network. 47 <br />BUDGET IMPLICATIONS 48 <br />The current estimate for the project from the 2022 Study is $3,000,000. The 2028 estimate, 49 <br />including inflation, is $4,000,000. The maximum regional solicitation award for the Safe Routes to 50 <br />School category is $1,000,00 so the local project cost would be $3,000,000. Per Ramey County’s 51 <br />cost share agreement, they would fund half the project ($1,500,000) and the remaining costs would 52 <br />be split between the cities. Based on the pro-rata length of the trail, the City of Roseville’s costs 53 <br />would be $900,000 and the City of Shoreview’s costs would be $600,000. If project costs are 54 <br />higher or if the grant amount is less than the maximum amount, the City of Roseville’s share could 55 <br />go up. 56 <br />The City would fund its portion of the costs for this project using Municipal State Aid funds. 57 <br />Currently, we estimate there will be adequate funding in 2028 and 2029 to fund the City’s portion of 58 <br />the project even with the updated costs. 59 <br />RACIAL EQUITY IMPACT SUMMARY 60 <br />The Victoria Street Pathway would enhance walkability and bikeability within the area as there are 61 <br />minimal separated pathways in this area of the city. This north-south pathway segment would help 62 <br />connect neighborhoods along Victoria Street. If constructed, the pathway would provide better 63 <br />connections to three schools: Emmet D. Williams Elementary (County Road D), St. Odilia School 64 <br />(Victoria Street) and Island Lake Elementary School (Victoria Street). The pathway would also 65 <br />provide better access to transit stops (route 227) that run along Victoria Street. This project should 66 <br />be an overall benefit to nearby historically disadvantaged communities that may use this pathway for 67 <br />transportation and access to transit.
