REQUEST FOR COUNCIL ACTION <br /> Date: June 20, 2023 <br /> Item No.: 10.e <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contract for 2023 Pathway Project 23-05 <br />Page 1 of 3 <br />BACKGROUND 1 <br />The 2023 Pathway Project 23-05 consists of construction of three pathway segments: 2 <br />1. Cleveland Avenue, 6-foot wide concrete pathway on the east side (Iona Street to the Colder 3 <br />Product site); 4 <br />2. Lexington Avenue: 8-foot wide asphalt pathway on the east side (TH 36 to County Road B2); 5 <br />and 6 <br />3. Marion Street: 8-foot wide concrete pathway on the west side (Larpenteur Ave to cul-de-sac). 7 <br />Additionally, the Marion Street cul-de-sac will be milled and have a pavement overlay. A map of the 8 <br />improvements is included as Attachment B. 9 <br />Since the Cleveland Avenue and Lexington Avenue pathways are on county roads, Ramsey County 10 <br />has agreed to a cost-share through their Cooperative and Maintenance Agreement, which was 11 <br />approved by the City Council on May 8, 2023. Roseville will be responsible for the pathway 12 <br />maintenance once the project is completed. 13 <br />Bids were opened on June 13, 2023, at 2:00 p.m. One qualified bid was received for the project, from 14 <br />New Look Contracting, Inc., in the amount of $809,847.00. 15 <br />Construction is anticipated to take place in summer and early fall. Contract documents require the 16 <br />work to be completed by October 18, 2023. 17 <br />POLICY OBJECTIVE 18 <br />The 2023 Pathway Project 23-05 will advance the following Transportation Goals identified in the 19 <br />2040 Comprehensive Plan: 20 <br />• Coordinate transportation decisions with other government entities and coordinate planning 21 <br />efforts to ensure connectivity of regional routes: This project was identified and funded in 22 <br />partnership with Ramsey County. 23 <br />• Promote the use of transit as a reasonable alternative to driving automobiles during both 24 <br />congested and non-congested time periods through land-use and transportation decisions: 25 <br />This project creates pathway connections to transit stops. 26 <br />• Encourage the use of non-motorized transportation by providing and supporting 27 <br />development of a high-quality network of both off-road and on-road pathways, and ensure 28 <br />that bicycle and pedestrian routes are safe, efficient and attractive: The pathway segments 29 <br />proposed for construction are identified for construction in the City’s Pathway Master Plan. 30
