The low bid was submitted by New Look Contracting, Inc., in 34 <br />the amount of $809,847.00. Engineering costs anticipated as part of the project are estimated at 35 <br />$109,143.40. 36 <br />This project is proposed to be paid for using Ramsey County State Aid Highway (CSAH) funds, 37 <br />Roseville Municipal State Aid (MSA) funds, Local Street Funds and Community Development Block 38 <br />Grant Funds. These projects should be an overall benefit to 45 <br />historically disadvantaged communities who are more likely to use these pathways. The Lexington 46 <br />pathway segment will provide better access to transit and for high school students accessing 47 <br />Roseville Area High School. The Cleveland pathway segment completes a gap in the sidewalk 48 <br />network. The sidewalk proposed will better connect to nearby transit to local jobs. 49 <br />The Marion Street Pathway segment is located within a Low-Moderate Income neighborhood, as 50 <br />identified by Ramsey County, with a racially and ethnically diverse population. Care will be taken 51 <br />with communications to avoid unintentional negative impacts during the construction process. Staff 52 <br />will be using translation services to communicate project details to the residents. 53 <br />Pathways will be constructed with Americans with Disabilities Act (ADA) compliant curb ramps to 54 <br />provide better access for individuals with disabilities. 55 <br />City staff solicited bids on the project from minority-owned and woman-owned construction 56 <br />businesses registered with Ramsey County CERT, in addition to standard project advertising. The 57 <br />federal Community Development Block Grant funds have Section 3 and wage reporting 58 <br />requirements for the contractor during the project, and the City will be working with Ramsey County 59 <br />Community & Economic Development on compliance and reporting. 60 <br />STAFF RECOMMENDATION 61 <br />Staff recommends approval of a resolution awarding contract for the 2023 Pathway Project 23-05 in 62
