Williams Elementary School (Roseville Area Schools) is located just west of Victoria Street <br />along County Road D in Shoreview. Island Lake Elementary School (Mounds View Public Schools) and <br />St. Odilia School are located along Victoria Street just north of the study area. Figure 6 shows the <br />location of parks and schools in relation to the study area. <br />Corridor Resources <br />Attachment A provides additional details on other resources that were reviewed in the process of <br />developing the project team’s understanding of the corridor, including: <br />• Utilities. <br />• Above ground structures. <br />• Water resources, including wetlands and floodplains. <br />• Threatened and endangered species. <br />• Historic and cultural resources. <br />• Land use. <br />Opportunities and Constraints <br />Based on the existing conditions analyses described above, a list of opportunities and constraints was <br />identified to inform the creation of concepts for the corridor. Key opportunities include: <br />• Improve overall pedestrian and bicycle safety, connectivity and access for the corridor and <br />surrounding residential neighborhoods. <br />• Improve safety, convenience and access to three elementary and middle schools: Island Lake <br />Elementary, Emmet D. Williams Elementary and St. Odilia (K-8). <br />• Opportunity to seek funding for project construction through Safe Routes to School grants, <br />Metropolitan Council Regional Solicitation grants or other grant funding opportunities. <br />• Building of an "All Ages and Abilities" link as consistent with the Ramsey County Pedestrian & <br />Bicycle Plan. <br />• Opportunity to increase corridor aesthetics and residential real estate value through development <br />of a boulevard-separated trail on one side of Victoria Street. <br />• Opportunity to link to the existing trail near the project's northern terminus to provide a seamless <br />and "All Ages and Abilities" walk/bike connection for area neighborhoods to Island Lake County <br />Park and to the employment and residential district near County Road E and Victoria Street. <br />• Opportunity to provide a safe environment for bicycle riders and pedestrians while also facilitating <br />the mobility and safety needs of vehicle traffic. <br />• Opportunity to tie into existing trails and planned roadway safety improvements at County Road <br />C. <br />• Provide safe crossings of Victoria Street for the surrounding neighborhood - potential for <br />installation of Rectangular Rapid Flashing Beacons (RRFB), median crossing refuges and/or <br />other measures as needed. <br />
