<br />Victoria Street Roadway & Trail Conceptual Design Study | Study Report - DRAFT | PAGE 45 <br /> <br /> <br />Full Concept Evaluation <br />Following development, the two full corridor concepts were evaluated based on three categories of <br />evaluation criteria: <br />• Ability to address the identified project needs and goals. <br />• Ability to minimize potential impacts to social, economic and environmental resources. <br />• Cost. <br />The project team developed specific criteria and measures based on the project purpose, goals, County <br />priorities and public engagement. The completed evaluation matrices are provided as Table 4 and Table <br />5. A “no build” alternative has also been included in the evaluation. This allows the two concepts to be <br />compared to current conditions with no additional improvements. This evaluation is based on an <br />understanding of potential project benefits and impacts that reflects the high level of design detail <br />completed for this study. Further design and engineering analysis will be required to fully evaluate the <br />impact of any potential concept. <br />Based on the results of the evaluation, both alternatives: <br />• Are appropriate for users of all ages and abilities. <br />• Improve nonmotorized access. <br />• Increase local and regional nonmotorized connections. <br />• Maintain vehicle mobility. <br />• Have the potential to improve bicycle and pedestrian safety. <br />• Have the potential to improve motor vehicle safety. <br />However, there are two areas where a trail on the west side would better address the project needs. First, <br />there are several key destinations in the corridor that are trip generators for users of all ages, including <br />Owasso Ballfields, Island Lake County Park, Emmet D. Williams Elementary, Kinderhaus Montessori <br />School, St. Odilia School, and Island Lake Elementary (Figure 20). All of these destinations are located <br />on the west side of the corridor.
