REQUEST FOR CITY COUNCIL ACTION <br />Agenda Date: July 10, 2023 <br />Agenda Item: 10.e <br />Department Approval City Manager Approval <br />Item Description: Adopt an Ordinance Approving a Zoning Code Text Amendment to §1001.10, <br />Definitions, and the Tableof Allowed Uses (1007-2)of the Institutional <br />District, and Adopt a Resolution Approving a Conditional Use, all in support <br />of an Environmental Service Center for Ramsey County Property <br />Management and the property located at 1725 Kent Street (PF23-005). <br />1 B ACKGROUND <br />2 Stemming from two strategies in the Ramsey County Solid Waste Management Plan, the County <br />3 evaluated how it provides Household Hazardous Waste services. The evaluation resulted in <br />4 recommendations to redesign services to address equity considerations and ensure better service <br />5 to County residents. The recommendations, under the umbrella of the enhancing environmental <br />6 health services initiative includes a county-owned Environmental Service Center. <br />7 In June 2022, City staff met with Ramsey County representatives regarding the proposed <br />8 Environmental Services Center (ESC) to discuss the project and the steps necessary for its <br />9 approval. It was at this meeting where the Planning Division indicated the Zoning Code, <br />10 specifically the Institutional district table of uses, did not support the types of uses the ESC <br />11 included and that a zoning text amendment would be necessary. Staff also indicated it was <br />12 working toward seeking additionalamendments to the Institutional district and would be seeking <br />13 comments and direction from the Planning Commission in the future. <br />14 The Planning Division sought feedback from the Planning Commission on November 2, 2022 on <br />15 a number of items pertaining to the Institutional district table of allowed uses to help guide future <br />16 actions related to this request. Based on Commission feedback, it was determined the use is best <br />17 suited as conditionally allowed and it was determined that Ramsey County should seek the text <br />18 amendment outside a City-initiated amendment so that it could accompany the actual request, <br />19 complete the site development plans. <br />20 B UDGIT I MPLICATIONS <br />21 Not Applicable <br />22 R ACIAL E QUITY I MPACT S TATEMENT <br />23 Racial equity impacts were not evanuated for this request. <br />24 P LANNING C OMMISSION A CTION <br />25 On June 7, 2023, the Roseville Planning Commission held the duly noticed public hearing on the <br />26 request by LHB and Ramsey County for two Zoning Code text amendments and a Conditional <br />27 Use all in support of the County’s Environmental Service Center (Attachment A). <br />PF23-005_RamseyCountyESC_ZCA_CU_RCA_071023 <br />Page 1 of 3 <br /> <br />
