EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 24th day of July, 2023, at 6:00 p.m. <br /> The following Council Members were present: Strahan, Etten, Groff, and Mayor Roe; and <br /> Schroeder was absent. <br /> Council Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 12008 <br /> A RESOLUTION APPROVING AN INTERIM USE FOR PRINCE OF PEACE <br /> LUTHERAN CHURCH TO TEMPORARILY ALLOW TWO MICRO-UNIT <br /> DWELLINGS ESTABLISHED AS A SACRED SETTLEMENT ON THE PROPERTY <br /> LOCATED AT 2555 VICTORIA STREET <br /> AND ASSOCIATED WITH 2561 VICTORIA STREET (PF23-004). <br /> WHEREAS, Prince of Peace Lutheran Church has applied for an Interim Use in support <br /> of two existing micro-unit dwellings established as a Sacred Settlement at 2555 Victoria Street <br /> and associated with the existing church at 2561 Victoria Street and; and <br /> WHEREAS, the Sacred Settlement and micro-unit dwellings have been established in a <br /> manner that is consistent with the Sacred Communities and Micro-Unit Dwellings bill recently <br /> adopted into State law, and <br /> WHEREAS, the Roseville Planning Commission held the duly noticed public hearing on <br /> the Interim Use on July 5, 2023, voting 6-1 to recommend approval of the Interim Use, subject to <br /> the following conditions: <br /> 1. The IU expires on December 31, 2023; and <br /> 2. Two micro-unit dwellings, instead of three, are permitted until December 31, 2023; and <br /> 3. The Prince of Peace sacred community meets all requirements of the Sacred Communities <br /> and Micro-Unit Dwellings legislation which goes into effect on January 1, 2024. <br /> WHEREAS, the Roseville City Council has determined that approval of the Interim Use <br /> at 2555 and 2561 Victoria Street pursuant to 1009.03.D of the City Code will not result in <br /> adverse impacts to the surrounding properties based on the following findings: <br /> 1. The proposed use will not impose additional costs on the public if it is necessary for the <br /> public to take the property in the future. This is generally intended to ensure the particular <br /> interim use will not make the site costly to clean up if the City were to acquire the property <br /> for some purpose in the future. In the case of the two micro-unit dwellings, should these units <br /> need to be removed from the premises it would not take much effort as they are attached to a <br /> trailer, and by their nature are "mobile". <br /> 2. The proposed use will not create an excessive burden on parks, streets, and other public <br /> facilities. The occupancy of two micro-unit dwellings will not create an excessive burden on <br /> the adjacent Central Park; will not generate any traffic impacts to Victoria Street; and will <br />
