Attachment 2 <br />MEMORANDUM <br />TO: Roseville Public Works, Environment, and Transportation Commission <br />FROM: Andrea Ray, City of Roseville Sustainability Intern <br />DATE: July 25, 2023 <br />SUBJECT: Climate Action Planning and Environmental Justice in Roseville <br />Executive Summary: <br />This memo outlines the recommended actions the City of Roseville should take in order to facilitate an <br />equitable Climate Action Plan. These recommendations are based on nearby cities' implementation <br />tactics. After reviewing several different frameworks and plans, it was found that Maplewood, <br />Minneapolis, and Northfield were the cities with the best practices to take considerations from. <br />Background: <br />Roseville's 2018 Population Vulnerability Assessment and Climate Adaptation Framework lays out <br />strategies to L Reduce the impact of climate change 11. Improve public health 111. Expand the local <br />economy. This framework provided data representing the city's climate vulnerabilities and <br />specifically assessed the populations most vulnerable to impacts of climate change. However, it lacks <br />measures for success. The only strategies that do measure success are those conducted by the <br />Environmental Protection Agency (EPA) and Minnesota Pollution Control Agency (MPCA). There is <br />no detail to ensure that Roseville addresses environmental justice (EJ) in their own goals. In <br />Roseville's upcoming Climate Action Plan, it will be very important to outline measures of success to <br />ensure equal protection and meaningful involvement of all people within the community. <br />Key Findings: <br />Maplewood: Before any action is finalized, Maplewood developed an Action Screening Criteria to <br />assess the feasibility of the proposed action. There must be L Support,11. Effectiveness, <br />111. Enforceability and Measurability, and IV. Funding. The rest of the framework is outlined to <br />address the city's strategies, actions, and climate adaptations. In Section 10, it states that <br />implementation of this plan is impossible without the support from community members and <br />coordination with jurisdictional, institutional, and organizational partners. It is necessary to form <br />subcommittees that focus on particular areas of the Climate Adaptation Plan. Administering the <br />Action Screening Criteria as well as directing subcommittees to be held responsible for specific actions <br />will be key to ensuring the execution of these climate adaptation strategies. <br />Minneapolis: Since 2012, Minneapolis convened multiple stakeholder groups to develop goals and <br />strategies that would provide a roadmap towards emission reduction targets. This process included an <br />Environmental Justice Working Group focused on building social and environmental equity into the <br />plan while examining how those who will be most impacted by climate change can share the benefits <br />Page 1 of 2 <br />Page 66 of 76 <br />
