This effort was made to ensure that the voices of communities of color, American <br />Indians, and low-income communities were represented and supported within a decision -making <br />capacity in the planning process. Minneapolis will measure how strategies are implemented across the <br />city based on geography, race, ethnicity, and income. To track progress, data will be reported through <br />the city's Community Environmental Advisory Commission (CEAC). There will be appropriate <br />tracking updates to the city council. The CEAC is also a part of the planning development process. <br />Incorporating multiple working groups with EJ as their priority, along with an effective system to track <br />progress, will play an important role in holding the City of Minneapolis accountable. <br />Northfield: To ensure a successful Climate Action Plan, Northfield will hire a full-time city staff <br />position focusing on coordination and implementation. The city will require an on -going effort that <br />monitors and shares progress to verify Northfield is on track to meet its targets. The city will <br />administer public engagement and implementation initiatives to promote diversity, inclusion and <br />equity. They will do so by engaging both youth representation and the Latinx community involvement <br />as a part of the coordinated effort. Northfield will incorporate climate considerations and resilience <br />strategies into their Racial Equity Action Plan to guarantee that climate and equity are integrated into <br />the comprehensive plan update. Additionally, climate migrants (unexpected growth in population) will <br />be involved in city planning efforts. The city set goals to strengthen community connectedness across <br />cultural groups through more inclusive community events and more intentional engagement with <br />underrepresented groups. Requiring the city's progress to be monitored and shared as well as <br />prioritizing diversity within the planning process are essential components to creating a more equitable <br />future. <br />Conclusion: <br />Following the review of nearby climate action plans, it is clear that Roseville must also make <br />environmental justice a priority in the upcoming action plan. To ensure the rights and liberties of <br />people of color and low-income communities relative to the environment, it is crucial that Roseville <br />not only outline a clear pathway towards achieving environmental equity, but also administer a <br />working group to be held accountable for guaranteeing equal levels of environmental protection and <br />opportunities for participation in decisions that may affect underrepresented groups' environment or <br />health. <br />Page 2 of 2 <br />Page 67 of 76 <br />
