Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: September 26, 2023 ITEM: 9.a. <br />ITEM DESCRIPTION: CEE Programs & Revolving Loan Update <br />Background <br />At the July Joint Council/PWETC meeting, it was discussed whether or not a revolving loan fund should be <br />established that private property owners could utilize to make repairs to their water and sewer services. <br />Council mentioned that there are existing programs set up though Community Development. Staff discussed <br />the programs with Community Development staff and learned there are various programs administered by <br />the Center for Energy and Environment (CEE). https://www.mncee.org/programs-roseville-residents. CEE <br />offers 5 specific programs just for Roseville residents. They also offer other programs that apply to the whole <br />county or state as well. <br />The three programs for Roseville residents only, that could be used for private water and sewer repairs, are <br />as follows: <br />1. Roseville Home Improvement Loan <br />2. Roseville Senior Deferred Loan <br />3. Roseville Emergency Deferred Loan <br />Staff will give a brief overview of CEE and the Roseville specific programs, and how residents can utilize <br />CEE if they have a need. <br />Recommendation <br />Receive presentation and provide feedback. <br />Attachments <br />None <br />Page 87 of 89 <br />
