Regular City Council Meeting <br /> Monday, October 9, 2023 <br /> Page 14 <br /> Ms. Davis explained the structure of the pay scale is very different from the private <br /> sector and some of that is a necessary evil due to pay equity compliance <br /> requirements. Making sure employees, whether in a male or female class, relative <br /> to their position score, are being paid equitably and puts in place the requirement <br /> for this type of formal structure in order to stay in compliance moving forward. She <br /> agreed that it does feel very different than the private sector,but it is the status quo <br /> in the public sector. <br /> Ms. Davis continued her presentation on the cost to implement the proposed plan. <br /> Councilmember Strahan indicated she had asked Mr. Trudgeon the number of <br /> openings for non-seasonal and non-police and Mr. Trudgeon had indicated he could <br /> just recall two. She wondered if Ms. Olson was seeing a change in the market with <br /> more layoffs or is she seeing stronger interest in some of the non-seasonal/non- <br /> police roles. <br /> Ms. Olson explained the City has been seeing that all positions are difficult to <br /> recruit so when one does open, people are moving from public to private and also <br /> public to public agencies. The City's turnover rate is just under ten percent, which <br /> is higher than it has been over the past four years. There was a high turnover rate <br /> in 2022. She stated the City is seeing a lot of job postings that are staying open <br /> longer with fewer candidates and fewer applications. <br /> Councilmember Groff inquired regarding the change of the level,noting Ms. Davis <br /> stated if the employee moved down, the pay would stay the same. He thought the <br /> public would want to know why the employee would be moved down. He asked if <br /> Ms. Davis could explain this more clearly. He thought it had to do with the job but <br /> would like some clarification. <br /> Ms. Davis explained no one is moving down in pay. Everyone will receive some <br /> increase in pay to move into the proposed plan. The amount will vary depending <br /> on the employee's current rate of pay from the proposed table. What can change, <br /> or appear to be going down, is their placement within the established range. <br /> Mayor Roe thanked Ms. Abdo for the information. <br /> 8. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council prior <br /> to tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br /> a.
