Regular City Council Meeting <br /> Monday, October 9, 2023 <br /> Page 13 <br /> Councilmember Schroeder asked what has been found regarding the benefits side <br /> of this. <br /> Ms. Davis explained benefits are trickier to roll into the wage amount because it <br /> can be difficult to quantify, even health insurance. There is a cost for health <br /> insurance, but the value of the plan varies so much. Premiums in an organization <br /> the size of Roseville are based on underwriting and claims history. They will be <br /> providing how many plans are offered, what is the co-insurance share, how much <br /> of the premium are other cities paying, and what types of plans are the other cities <br /> offering. She noted paid time off and holiday pay were also looked at and will be <br /> summarized in more of a matrix style deliverable. <br /> Councilmember Schroeder understands that costs can be different but what the City <br /> has employees pay, the percentage or the co-pays, some can be very comparable. <br /> She wondered when the Council will have that information. <br /> Ms. Davis indicated the Council will have that information by the end of the week. <br /> She noted the data is there and it is just a matter of pulling it together and <br /> summarizing it. <br /> Ms. Davis continued with her presentation on the proposed non-union <br /> compensation plan structure. <br /> Mayor Roe noted the first step is the hire step,the second step is the 6th month, and <br /> the third step is the 12 months, so in the first year, the employee is seeing a fairly <br /> substantial step up. He assumed that was fairly commonplace as looking at other <br /> comparable cities or entities and systems. <br /> Ms. Davis explained candidly what is happening in a lot of cities that do not have <br /> accelerated steps, the first twelve months is that they are just hiring people above <br /> step one. She thought the City's current structure allowed the City to get the <br /> potential employee in the door at step one and maintain the starting step one <br /> because they have an opportunity to advance more quickly than in other cities. It <br /> is probably a recruiting thing and there was probably a nice advantage to continue <br /> that. <br /> Councilmember Strahan wondered if once the employee hits step seven, the only <br /> thing available is to COLA thereafter. <br /> Ms. Davis indicated that was correct. <br /> Councilmember Strahan asked how this compares to the outside marketplace. She <br /> noted she has not seen too many places that have a significant change in that first <br /> year but then from there, there is not a cap on where the employee can go at the <br /> end. <br />
