INTRODUCTION <br />On January 31, 2022, the Roseville City Council adopted Resolution No. 11878 ordering the <br />preparation of a Feasibility Report for the reconstruction County Road B from its western <br />terminus at Eustis to Cleveland Avenue, a total of 0.84 miles in length. This report details that <br />investigation. <br />County Road B was constructed in the 1950's and most recently resurfaced in 2007. Following <br />the August 2007 collapse of the 1-35 W bridge over the Mississippi River, Minnesota <br />Department of Transportation (MnDOT) took steps to aid in a more efficient operation of Trunk <br />Highway (TH) 280 which included closing access from County Road B (then also known as <br />County State Aid Highway 25). The removal of access to TH 280 made that segment of County <br />Road B west of Cleveland Avenue and dead-end street and a non -conforming County State Aid <br />Highway, and compelled Ramsey County to remove it from its County State Aid Highway <br />system. County Road B from its western terminus to Cleveland Avenue was determined to <br />serve a local function only. In August 2014, this segment of County Road B changed jurisdiction <br />from Ramsey County to the City of Roseville. <br />As with other County turnback roads, County Road B, from Cleveland to Fulham, was added to <br />the City's Municipal State Aid system (MSA) in 2021 and is eligible for funding through the City's <br />portion of state gas tax revenues. If MSA dollars are to be used, the roadway must be <br />constructed in accordance with MSA roadway standards. The section of County Road B west of <br />Fulham is not eligible for MSA and will remains a non-MSA city street. <br />The proposed project includes full depth reconditioning of the street, the construction of non - <br />motorized transportation infrastructure consistent with the City's Comprehensive and Pathway <br />Master Plans, and public utility improvements. <br />It is expected that if this improvement is approved, the work will start in the spring of 2024, <br />with substantial completion in the fall of 2024. The project was initiated by council/staff as part <br />of our Pavement Management Program. As outlined by state law, projects initiated by <br />council/staff require a 4/5 vote by the City Council for approval. <br />PUBLIC ENGAGEMENT <br />The public engagement process for this proposed project consisted of four neighborhood <br />meetings in 2021-2023. Meeting notices were mailed in advance to all property owners and <br />tenants in the area bound by Highway 26 to the north, Highway 280 to the west, Cleveland <br />Avenue to the east and the Midland Hills Golf Course to the south.
