The first meeting was a virtual Zoom meeting held at 6:00 p. m. on June 17, 2021, where staff <br />presented information regarding the proposed reconstruction project, construction process and <br />assessment policy. Residents provided input regarding neighborhood concerns along the <br />corridor. Among these were: 48 accounts signed into the Zoom meeting. <br />A parking survey was done August 24 through September 10, 2021. Staff sent a parking survey <br />to residents on County Road B and the adjacent neighborhoods to gauge the needs for parking. <br />The second meeting was on September 16, 2021 at Lexington Park, where staff showed the <br />residents four proposed street designs (options A-D), and parking survey and speed count <br />information. Attendees from six addresses signed in at the meeting. The following layouts were <br />shared at the meeting: <br />• Option A: 12' drive lanes, 6' boulevard, 8' trail; trail on south side east of St Croix and on <br />the north side west of St. Croix. <br />• Option B: same as Option A plus a few 7' parking bays <br />• Option C: same as Option A plus medians on both sides of intersections at Acorn, <br />Midland View, and Fulham. <br />• Option D: same as Option A except no curb on South side from roughly Cleveland to <br />Fulham. <br />The third meeting was on August 16, 2022 at Roseville City Hall, where staff presented two <br />layouts, proposed project funding and schedule, information on the assessment process, and a <br />preliminary grading and drainage plan. Attendees from 19 addresses signed in at the meeting. <br />The following layouts were shared at the meeting: <br />Concept B2 and Concept C2, without and with a center median respectively, both <br />showed 12' drive lanes, 6' boulevard, 8' trail, and modified locations for 7' parking bays <br />based on comments received from residents. The trail location west of Fulham was <br />shown in different locations on the layouts - trail switched to north side either just west <br />of Fulham or just west of St Croix. The decision on the trail location is independent of <br />the decision of the presence/absence of a center medians. Additionally, Fulham south of <br />County Road B was proposed to be shifted east as it approached the intersection to <br />better align within the existing right-of-way and with Fulham north of the intersection. <br />The fourth meeting was held October 12, 2023 at Corpus Christi Catholic Church where the staff <br />recommended layout, project's next steps and schedule, and assessment process were shared. <br />Over 62 people signed -in at the meeting, but it appeared that attendance was closer to 80. <br />This report summarizes the design elements that were discussed during the public engagement <br />process and the input received from the public. <br />Project 24-02 County Road B Reconstruction Feasibility Report <br />Page 30 of 82 <br />
