Regular City Council Meeting <br /> Monday, October 23,2023 <br /> Page 12 <br /> Councilmember Etten appreciated staff's process. Thinking about the open space <br /> on the north side to the basketball space there, one of the things that is a part of the <br /> Park Master Plan is to have space for open play. He asked if that space is fairly <br /> level. <br /> Mr. Johnson explained it is fairly level and was previously discussed in order to <br /> find a way to compromise on what people felt was open space and came to a <br /> compromise of native species that can be maintained. <br /> Councilmember Etten encouraged that because it allows for different types of play <br /> versus grasses that cannot be maintained. He understood the push/pull on this and <br /> the historic interest in the area that was generally undeveloped completely. But if <br /> the goal is to have a park to be used in different ways, having a maintained open <br /> space is really an important thing to consider. <br /> Councilmember Schroeder thought Mr. Johnson did a nice job with this and <br /> appreciated how the neighborhood was engaged in numerous meetings and felt that <br /> they were heard. She also appreciated the accessibility for people with disabilities <br /> and that there was a long-term view done on this, which was a good piece for the <br /> Council to understand. She noted she supported this. <br /> Councilmember Groff explained he did go to two of the three meetings, felt a good <br /> job was done, and many things were addressed. He thought the process was good <br /> and the final plan that staff came up with addresses a buffering plan for sound and <br /> the neighborhood. <br /> Councilmember Strahan explained she did reach out previously with questions and <br /> felt staff answered them. She thought resident concerns were addressed well. She <br /> hoped in one of the five spots there would be a handicapped spot or somewhere <br /> nearby there would be easy access. She would also like staff to understand what <br /> the backup would be if all of the five spots are taken. She indicated she loved the <br /> ideas. <br /> Mayor Roe thought there was a plan for some parking in general that would help <br /> provide some overflow. He also appreciated the compromise on the north side of <br /> the park and looking at some open space with native plantings that can be <br /> maintained. <br /> Etten moved, Schroeder seconded, adopting the 2381 County Road B Concept Plan <br /> as proposed with a$570,000 budget to be taken from the Park Dedication Fund and <br /> authorizing the Mayor and City Manager to enter into an agreement with LHB <br /> Group(attachment 5)to develop construction documents for the project, for a price <br /> not to exceed $23,400. <br /> Roll Call <br />
