Regular City Council Meeting <br /> Monday, October 23,2023 <br /> Page 13 <br /> Ayes: Etten, Schroeder, Groff, Strahan, and Roe. <br /> Nays: None <br /> g. Consider Adoption of Position Classification and Compensation Study <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated October 23, 2023. <br /> Mayor Roe asked if the total implementation cost is approximately $758,000 and <br /> as he was doing the math in his head, the portion of that is a typical, annual <br /> budgetary amount is somewhere around $320,000 to $340,000 and the balance is <br /> the new cost to get people in the right place. Generally speaking, in any given <br /> budget year, regardless of what the City does for this specific classification <br /> conversation implementation the City would have some costs for COLA and step <br /> adjustments as well in approximately the amount of$300,000. Then the balance is <br /> the cost of the implementation specific to this proposal. <br /> Mr. Trudgeon agreed. <br /> Councilmember Strahan asked how many employees does this impact. She <br /> indicated this is non-union employees but wondered if this included non-seasonal <br /> employees as well. <br /> Mr. Trudgeon explained this includes just the full-time and part-time non-union <br /> employees. It is approximately 105 non-union employees. <br /> Assistant City Manager Rebecca Olson concurred. <br /> Councilmember Strahan asked if the COLA was just for the 105 or so employees. <br /> Mr. Trudgeon indicated that was correct, and noted that union employee wage <br /> increases are ties to their contracts. <br /> Councilmember Schroeder appreciated the information but wished the Council <br /> would have had more time to reflect on the numbers. She was glad to hear that the <br /> City was going to be looking at benefits in a more detailed way. She hoped in the <br /> future the two things could be done together in order for the Council to see the total <br /> cost and total changes. She thought it was important to stay up to market <br /> expectations in order to attract good employees and retain them. <br /> Councilmember Groff thought this looked very impressive. <br /> Etten moved, Groff seconded, adopting the updated Classification System which <br /> includes the grade and step structure and authorize the implementation plan as <br /> outlined above which includes a 3% COLA for 2024. <br />
