This document was provided to Mr. George Cartwright and Ms. Annie Elias, <br /> who are his neighbors and the original residents, who asked for the vacation of the <br /> north 30 feet. For some reason, his wife and he never received the attachment <br /> shown. He was surprised to find this in the materials, which clearly says that the <br /> pathway easement is the south ten feet. He indicated all of the homeowners would <br /> prefer a six-foot path to deter vehicles from driving through there but the City <br /> indicated it needed to be an eight-foot path so it can be plowed in the winter. He <br /> explained he did not mind the City putting the pathway in, but his concern is with <br /> the safety and privacy of his backyard. <br /> Mr. Amos Ridenour, 1801 Western Avenue <br /> Mr. Amos Ridenour explained he has owned 1801 Western Avenue for almost <br /> twenty years. He was talking about the Wagner pathway and despite staff's efforts, <br /> he has not gotten enough distinguishment of an eight-foot path from a street. He <br /> indicated he is on the other side, and it literally looks like a person will be able to <br /> turn, and despite signs and bollards, people have been driving through there for <br /> thirty years.He indicated they had a path, specifically so a vehicle could be brought <br /> through it and at eight feet, there will be other vehicles, other than City vehicles, <br /> going through it, he guaranteed that. He noted that is right on the edge of three <br /> people's driveways,including people with children and it takes only one bad person <br /> and one bad event to make this a terror for both the owners and the children. The <br /> residents have not gotten sufficient information that the City staff are going to take <br /> that safety into mind, despite repeated asking. Another item is there are not any <br /> streetlights anywhere so at night, when people want to use that path and cars are <br /> coming way to fast down the cul-de-sacs on both sides. People cannot see anything, <br /> and it will be too late for someone to see anything. He noted a sign and a bollard <br /> are not going to be enough. He explained the three driveways that converge is a <br /> unique thing and the residents have not gotten sufficient evidence that the City <br /> understands what they are asking of those three property owners. Three residents <br /> have been pulling in and out of their driveways for thirty years and now the City is <br /> going to change that and encourage foot traffic in people's driveways. He asked <br /> how the City Council would feel if he told them that people are going to walk <br /> through their driveways when you are trying to pull out and go to work or when on <br /> ice or when there is rain, and you cannot see. That is dangerous. He thought that <br /> was extremely poorly thought-out and the driveways have been there longer than <br /> any of the other stuff Finally, he did not think the Council should consider <br /> anything on the Wagner part until the Tamarack part is done and studied and <br /> understood because the whole point of having the Wagner pathway is so people can <br /> get to Tamarack Park. He did not think$50,000 was money well spent by the City. <br /> His suggestion is to grow that area and stop all traffic from going there and not <br /> allow all of the residents there to deal with people's trash, traffic, bikes, and dog <br /> refuse. <br /> Ms. Anne Elias, 1823 Western Avenue <br />
