Regular City Council Meeting <br /> Monday, October 23, 2023 <br /> Page 5 <br /> Mayor Roe offered an opportunity for public comment. <br /> Mr. Dave Booms,300 South McCarrons Boulevard <br /> Mr. Booms explained he was specifically speaking about access, and he believed <br /> the news he heard from the Parks Director was wonderful from his perspective. He <br /> presumed that as a part of the application process that this is memorialized and not <br /> based on a verbal agreement;this is a written process that residents can go through. <br /> He wanted to think that this access is being granted and to talk specifically also to <br /> potential blocks and the extension of dirt road that goes up from that section which <br /> was formerly referred to as a part of Wagner Street. It was used by utilities and was <br /> once used by an ambulance to get him out from his house. He was sure many of <br /> the Council had driven by 300 South McCarrons, which sits at the top of that <br /> ridgeline. His family's concern was specifically to access that because for them, it <br /> is literally the best way to get appliances, lumber, and other large items to his home <br /> and he was happy to hear that this would be an opportunity to do so. As far as <br /> potential blockages,he referred back to the fact that utilities to use it and emergency <br /> services have the potential to use it,if needed. He hoped there would be something <br /> put in that would not prevent the power company or cable company to get up that <br /> road for emergency services. He noted the road was first used by them to move <br /> into the home and he hoped when the day comes where they choose to move out, <br /> that he would be able to use a moving van to access the pathway. <br /> Mr. Joe Linn,318 McCarrons Boulevard South <br /> Mr. Linn explained he shared his neighbors' concerns and wanted to make sure <br /> there was access available because of the topography there with the steep hill and <br /> trees and things, that is the only way to get to the back of some people's property. <br /> He wanted to make sure there was a clear process so that people can request access <br /> when needed. He wanted to clarify on the RCA,page 2, it talks about additionally <br /> staff installing bollards to deter vehicles from driving on the pathway and it did not <br /> specify which pathway this would be for. He would like clarification that the <br /> bollards would not be used for the Tamarack pathway. He explained the pathway <br /> has been used since the 1940's for property access so people bought houses with <br /> the understanding that they would have that access and have relied on that access. <br /> He wanted to make sure people will still be able to access their back property when <br /> needed. <br /> Mr.Jay Rollinger, 403 Wagner Street <br /> Mr. Rollinger explained regarding Tamarack, he does support paving the pathway <br /> and he likes to walk through there to go to the park. He has had several times while <br /> walking on the narrow dirt path where vehicles have come along. He did not like <br /> to climb up into weeds in order for cars to go through there. He thought that <br /> permitting made sense but how would he know when walking back there and a <br /> vehicle goes through,that it is permitted to do so. He asked if there would be some <br /> sort of sticker or something showing permission to access the pathway.
