Regular City Council Meeting <br /> Monday,November 6, 2023 <br /> Page 5 <br /> Mr. Toso explained his concern is if the County has turned the road back to the <br /> City, does the City still call it a County Road. He thought a lot of people see it as <br /> a County Road and drive it like that. He wondered if it was time to change the road <br /> name. He hoped the curb would not add water to the rain garden on his property <br /> because his property still gets flooded. <br /> Mr. Doug Heck, 2321 County Road B <br /> Mr. Heck indicated he had several concerns. Earlier he heard that there is parking <br /> on both sides of County Road B and that is not true. There is only parking on one <br /> side because the pathway runs the full length right now on the south side from <br /> Cleveland almost to Eustis. He explained his concerns are the intersection where it <br /> crosses County Road B to Fulham. He had heard earlier in a statement that <br /> intersection, in general, is more dangerous because of the offset and the oddities of <br /> the way it lines up,so it seems to him that people crossing there have an added risk. <br /> Also, making people that use the pathway all the way down have to cross there <br /> instead of farther down to the west is another added risk, just because of the <br /> reduction of cars and traffic volume as the road goes farther west. Traffic volume <br /> drops off significantly from east to west. He explained with the utility bays, at the <br /> corner of his lot, there are several electric and comcast trucks that are there several <br /> times a month. Now they will have to park on the parkway and use their lift trucks <br /> to get to the utilities. There is no parking bay that those trucks will be able to use <br /> to pull off and service those things at the corner of his driveway. <br /> With no one else coming forward to speak, Mayor Roe closed the public hearing at <br /> approximately 7:35 p.m. <br /> Council Discussion <br /> Mayor Roe noted there will be a process for discussing renaming County Road B <br /> as this project moves forward. Staff will work to maintain the existing rain gardens <br /> to ensure they continue to work. <br /> Councilmember Etten indicated he would like Ms. Lowry to explain the reason for <br /> moving the path transition from the north side to the south side farther east from <br /> where the original plan showed. <br /> Ms. Lowry explained the idea is that residents coming from the north going to the <br /> park would only have one crossing instead of two so moving it to the north sooner <br /> will capture more residents. She thought the biggest improvement and reason for <br /> having it at Fulham was because if there is going to be a stop sign on this corridor, <br /> that is the most logical place to have it,being a four way-stop. <br /> Etten moved, Schroeder seconded, adoption of Resolution No. 12027 entitled, <br /> "Resolution Ordering the Improvement and Preparation of Plans and Specifications <br /> for County Road B Between Eustis Street and Cleveland Avenue." <br />
