Regular City Council Meeting <br /> Monday,November 6, 2023 <br /> Page 4 <br /> Ms. Lowry explained after construction and final numbers are known, it will be <br /> verified and those numbers will be checked against the special benefit and then that <br /> is what the final assessment hearing is for. It will come before the City Council <br /> where people will have a chance to object or to ask for deferment. Then, when <br /> Council approves the assessment, it will be sent to the County to levy. She thought <br /> the levy would be seen on the 2026 taxes with ten years to pay the assessment. <br /> Councilmember Etten indicated he wanted to talk through the traffic calming to <br /> help with the speeding. He explained there are narrower lanes with the median at <br /> the entrance to this area along with the slight swaying of the street and parking <br /> bays, which tends to slow traffic. <br /> Ms. Lowry thought the tightness of the road itself would be the most impactful for <br /> slowing the speed of traffic. <br /> Councilmember Groff wondered how the utility vehicles will park on the road. <br /> Ms. Lowry anticipated some of the parking bays will be utilized for that. On <br /> Josephine and Owasso, there are very similar conditions of a narrow road with <br /> parking bays and those are typically how those are used. Permits will be needed if <br /> the utility vehicles plan on blocking traffic. <br /> Mayor Roe reviewed public hearing protocol and opened the public hearing at <br /> approximately 7:20 p.m. <br /> Mayor Roe indicated the City Council received an email from Mr. Gravel, Fulham <br /> Street,who indicated he was not in support of the four way stop at Fulham and does <br /> not believe it enhances safety at that location. <br /> Public Comment <br /> Mr. Darrel LeBaron, 2101 County Road B <br /> Mr. LeBaron thought the design was a really good start. He thanked all of staff <br /> who were involved as well as the City Council. He indicated he was in favor of <br /> this project. <br /> Ms. Gina Sapia, 2175 Acorn Road <br /> Ms. Sapia explained she is in support of this project and thought staff was doing a <br /> great job, but she did not support a parking bay in front of her home, which is the <br /> proposed plan right now. Her main concern is having strange cars parked in front <br /> of her house and also having neighbors use the space for supplemental parking. <br /> She does not have a back yard so her main yard is the front yard. <br /> Mr. John Toso, 2170 Midland Court North <br />
