REDA Meeting <br /> Minutes—Monday,November 6,2023 <br /> Page 3 <br /> Motion carried. <br /> c. Discussion Regarding Establishment of a Local Housing Trust Fund <br /> Community Development Director Janice Gundlach provided a brief summary <br /> of this request as detailed in the staff report and attachments dated November 6, <br /> 2023. <br /> Member Etten asked on line 87, under Section B, there is a 1 and 2, and one <br /> talks about persons of moderate, low, or very low income but 2 only speaks of <br /> moderate and low but not very low income. He asked if that was intentionally <br /> left out or something that should be changed. <br /> Ms. Gundlach indicated she did not know off hand and staff could look into it. <br /> President Roe indicated it seems like 1 talks about many different types of <br /> projects and 2 specifically only talks about development and rehabilitation <br /> projects. He thought there may be certain limitations in the State law or <br /> elsewhere as to how it has to be done. <br /> President Roe indicated staff alluded to the sales tax funding. He noted this is <br /> not a local sales tax, it is a State sales tax that was passed in the last Legislative <br /> session. <br /> President Roe offered an opportunity for public comment with no one coming <br /> forward to speak to this issue. <br /> The EDA indicated this item should be brought back to the City Council at a <br /> future meeting for discussion. <br /> d. Approve 2024 Meeting Dates <br /> Strahan moved, Etten seconded, approving the 2024 EDA meeting dates as <br /> presented. <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br /> 6. Adjourn <br /> Schroeder moved,Etten seconded,adjourning the REDA meeting at approximately 6:28 <br /> p.m. <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br />
