REDA Meeting <br /> Minutes—Monday,November 6,2023 <br /> Page 2 <br /> President Roe explained the proceeds that the County has received, in terms of <br /> collected increment on the district, will go back to the taxing entities, one of <br /> which is the City. The County and School Districts would receive a portion of <br /> that as well. Of the approximate forty-five thousand dollars that the City is <br /> estimated to get back, ten thousand dollars can be applied towards those costs <br /> incurred and then anything else goes into the City's general fund. <br /> Ms. Kelsey concurred. <br /> President Roe offered an opportunity for public comment with no one coming <br /> forward to speak to this issue. <br /> Etten moved, Strahan seconded,adoption of REDA Resolution No. 117 entitled, <br /> "Resolution Approving Decertification of Tax Increment Financing District No <br /> 23 (Brittany Marion Apai lnients)." <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br /> b. Adopt A Resolution Authorizing Amendments to the Developer Agreement <br /> with Twin Cities Habitat for Humanity and Authorizing the President and <br /> Executive Director to Enter into an Agreement with Ramsey County <br /> Housing and Redevelopment Authority Regarding Use of Grant Funds for <br /> Community Land Trust Properties. <br /> Housing & Economic Development Program Manager Jeanne Kelsey provided <br /> a brief summary of this request as detailed in the staff report and attachments <br /> dated November 6, 2023. <br /> Member Groff asked if this would basically bring the City into compliance in <br /> order to get the grants needed to get these houses finished. He indicated CDBG <br /> is an acronym for Community Development Block Grants and asked Ms. Kelsey <br /> to talk a little about that. <br /> Ms. Kelsey explained what CDBG funds are. <br /> President Roe offered an opportunity for public comment with no one coming <br /> forward to speak to this issue. <br /> Schroeder moved, Etten seconded, adoption of REDA Resolution No. 118 <br /> entitled, "Resolution Approving a Grant Agreement with the Ramsey County <br /> Housing and Redevelopment Authority and Revised Documents Related to <br /> Community Land Trust Program." <br /> Ayes: 5 <br /> Nays: 0 <br />
