He suggested that these rules <br />and regulations should be reviewed for two reasons. First, the construction <br />of the sewers in the Village would cause these streets to be torn up and for <br />that reason the stabili.zation which is now called for in the village specifi- <br />cations probably should be delayed until after the sewer construction has <br />been completed. Second, the Engineer felt that the Council might consider Road <br />the possibility of getting more control over the construction of these spec: <br />streets by placing this constructmon on an assessment åasis. As an alternate <br />to this plan he stat ed that the Council might consider going back to the <br />original procedure of demanding that the developer of a new subdivision <br />submi t his own plans and specifications, furnish his own engineering and <br />proceed with the work. Hr. Carley was requested to present these ideas <br />to the Council in writing for consideration. <br /> <br />A discussion was held on the use of time clocks for the Village Employees. <br /> <br />The attorney turned over to the Council the resolution he had drawn up <br />opposing the Fulbright and Harris Bills, which are to be presented the <br />United States Congress men .This bill would raise the natural gas rate. <br />Hammersten moved, Carlson seconded the resolution be adopted. Roll Call <br />Ayes (5)·Nayes (0). <br /> <br />Fulbright <br />bill <br /> <br />Mal Hurlbert, architect for the Municipal Liquor Store was asked to appear <br />before the Council. He was asked .. if he would recommend the Village invest <br />$100,000 in U. S. Treasury Certificates. He stated he was in no position <br />to recommend, but he stated there would be between $75,000 and $100,000 <br />undisbursed in the next 90 days. <br />Hurlbert then asked if there could be a meeting between the architects <br />and the Building Committee. He was told the entire couAcil was the committee. <br /> <br />McGee moved, Salverda seconded the clerk be instructed to invest $100,000 from <br />the Building , Öperating and Sinking Fund in U. oJ.
