Attachment 3 <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />2 Roseville, County of Ramsey, Minnesota, was held on the 24th day of July, 2023, at 6:00 p.m. <br />3 <br />4 The following Council Members were present:_________; <br />5 and _____ were absent. <br />6 CouncilMember _____introduced the following resolution and moved its adoption: <br />7 RESOLUTION NO. ___ <br />8 A RESOLUTION APPROVING AN INTERIM USE FOR PRINCE OF PEACE <br />9 LUTHERAN CHURCH TO TEMPORARILY ALLOW TWO MICRO-UNIT <br />10 DWELLINGS ESTABLISHED AS A SACRED SETTLEMENT ON THE PROPERTY <br />11 LOCATED AT2555 VICTORIA STREET <br />12 AND ASSOCIATED WITH 2561 VICTORIA STREET (PF23-004). <br />13 <br />14 WHEREAS, Prince of Peace Lutheran Church has applied for an Interim Use in support <br />15 of two existing micro-unit dwellingsestablished as a Sacred Settlementat 2555 Victoria Street <br />16 and associated with the existing church at 2561 Victoria Street and; and <br />17 WHEREAS, the Sacred Settlement and micro-unit dwellings have been established in a <br />18 manner that is consistent with the Sacred Communities and Micro-Unit Dwellings bill recently <br />19 adopted into State law, and <br />20 WHEREAS, the Roseville Planning Commission held the duly noticed public hearing on <br />21 the Interim Use onJuly 5, 2023, voting 6-1 to recommend approval of the Interim Use, subject to <br />22 the following conditions: <br />23 1. The IU expires on December 31, 2023; and <br />24 2. Two micro-unit dwellings, instead of three, are permitted until December 31, 2023; and <br />25 3. The Prince of Peace sacred community meets all requirements of the Sacred Communities <br />26 and Micro-Unit Dwellings legislation which goes into effectonJanuary 1, 2024. <br />27 WHEREAS, the Roseville City Council has determined that approval of the Interim Use <br />28 at 2555 and 2561 Victoria Street pursuant to 1009.03.Dof the City Codewill not result in <br />29 adverse impacts to the surrounding properties based on the following findings: <br />30 1. The proposed use will not impose additional costs on the public if it is necessary for the <br />31 public to take the property in the future. This is generally intended to ensure the particular <br />32 interim use will not make the site costly to clean up if the City were to acquire the property <br />33 for some purpose in the future. In the case of the two micro-unit dwellings, should these units <br />34 need to be removed from the premises it would not take much effort as they are attached to a <br />35 trailer, and by their nature are “mobile”. <br />36 2. The proposed use will not create an excessive burden on parks, streets, and other public <br />37 facilities. The occupancy of two micro-unit dwellings will not create an excessive burden on <br />38 the adjacent Central Park; will not generate any traffic impacts to Victoria Street; and will <br />39 have little or no impact on public facilities, as currently proposed, given they have direct <br />40 access to a County roadway and are not connected to municipal utilities. <br />Page 1 of 2 <br />Qbhf!214!pg!377 <br /> <br />
