Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: January 23, 2024 ITEM: 6.a. <br />ITEM DESCRIPTION: Public Works Code Updates <br />Background <br />City staff has been reviewing ordinances and has a variety of public works related updates. Prior to bringing <br />these code updates to council, staff would like to get feedback from PWETC on the ordinance changes. The <br />majority of the ordinance changes are to get the codes to current standards which are more technical in <br />nature. Please review the ordinances and consider the impacts these would have to residents and the City. <br />The following ordinance will be reviewed. <br />• Bench Ordinance 703.05 <br />o PWET reviewed this at the September 26, 2023 meeting. <br />• Right of Way Repair & Restoration 707.12 <br />o Staff is looking to change the code to give the City the right to make the determination if <br />the street patching shall be completed by City staff. If the City elects not to repair the <br />patch, then the contractor would be required. <br />• Water Meters 801.10 <br />o Change water meter deposit escrow to a water meter deposit fee. This is more of a <br />finance/administrative item. <br />• Wells 801.22 <br />o Staff wants to further limit the use of wells within the city and have an end date for <br />residential water use. <br />• Fats Oils Grease (FOG) 802.15 <br />o Update to some of the technical requirements related to sizing requirements. <br />• Repair/Abatement, New Ordinance, Chapters 801 & 802 <br />o Establish an ordinance to clarify how City repairs of private utility services or other right of <br />way issues can be assessed against the property. <br />Attached are the current ordinances and draft changes to the ordinances. <br />Recommendation <br />Receive draft ordinances and provide feedback and recommendations to Council. <br />Attachments <br />1.
