Regular City Council Meeting <br /> Monday,January 8,2024 <br /> Page 10 <br /> prepares into 2025, staff may have some sense. Also, there is nothing to say that <br /> three months from now, if an issue pops up, something could be added to the <br /> Legislature priorities with a very specific request. Unfortunately, there is Metro <br /> Cities, the League of Minnesota Cities, that are on the front lines and leading the <br /> way so Roseville would just be along for the ride and a voice of support for those <br /> type of things. He thought this may be something staff should monitor and bring <br /> to the Council for addition to the priority list, if needed. <br /> Councilmember Strahan stated that was something she had in mind, not as a high <br /> priority, but keeping it on the radar as something that the City needed to address <br /> and keep. <br /> Councilmember Etten indicated he appreciated the items staff added and was <br /> comfortable with them. He would like the City to continue to talk about park <br /> dedication because this has been talked about since he was on the Park and <br /> Recreation Commission. If anything, now with a fully built-out City, that is even <br /> more important in some ways because there are resources to keep up things, add <br /> amenities, or adjust things. <br /> Mayor Roe noted on the final item under high priorities (Creation of alternative <br /> funding sources for Cable Commission),he was not sure if the City of Roseville is <br /> going to take a lot of lead on that necessarily so that item may be able to drop down <br /> to the lower priority list. He also suggested adding the word "sustainable" before <br /> "alternative funding" because that is really the key. For clarification on the <br /> background materials, he saw that the information received from NineNorth <br /> included the State law at the top and it had a much broader discussion about <br /> broadband franchising at the bottom. That is not necessarily part of what the <br /> Council is talking about here but nice information. He indicated on the SRO <br /> clarification, he did not know what role the City of Roseville will have in <br /> advocating for that. He wondered if the Council wanted to still keep that at the top <br /> of high priority items. <br /> Councilmember Etten argued that the SRO clarification is very important and <br /> currently the City's Chief of Police has identified this,and he trusts the City's Chief <br /> to keep the City safe and to know what is important and to be concerned about. He <br /> knew the Chief was concerned about this so he would leave it under the high <br /> priority list because of that. <br /> Councilmember Groff agreed and thought the Chief did a very good job when she <br /> does testify so he thought that was very important. <br /> Councilmember Strahan wondered in that same vein,if the Council would consider <br /> moving the ambulance service up with the City's Fire Chief at the helm because he <br /> is such a strong advocate for this. <br />
