Regular City Council Meeting <br /> Monday,January 8,2024 <br /> Page 9 <br /> Ayes: Etten, Schroeder, Groff, Strahan, and Roe. <br /> Nays: None <br /> Mayor Roe and the Council thanked Volunteer Manager Rachel Boggs for her <br /> participation as well as staff in the interview process. <br /> e. Consider Approval of Roseville's 2024 Legislative Priorities <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated January 8, 2024. <br /> Mr. Trudgeon reviewed the 2024 Legislative Priorities with the City Council and <br /> asked for feedback. <br /> Councilmember Strahan stated last year, the Board of Metro Cities talked a lot <br /> about the cannabis regulations and sales. She wondered if staff felt that as a city <br /> entity, there is adequate information or will staff continue to need further <br /> clarification in how the City engages in that process. <br /> Mr. Trudgeon thought that City staff would need clarification but right now, there <br /> is nothing to react to. The State passed the law and are now trying to get the State <br /> Director involved and to start having some administrative rules. He was sure as <br /> this moved forward, there would be a lot more questions and it would probably <br /> happen naturally. There are still a lot of unknowns and staff will not know until <br /> the State starts to institute some of the regulations. <br /> Councilmember Strahan understood that but felt, especially in the realm of the <br /> Board of Metro Cities,the board was feeling that, and the SRO issues were the two <br /> that came out of the Legislative session being the most unclear about. She wondered <br /> if the City wanted to continue to seek more guidance. <br /> Mr. Trudgeon indicated staff could certainly add a priority to continue to monitor <br /> and seek guidance, direction, and clarity of the State implementation. <br /> Mayor Roe noted this is a list of priorities the City Council wants the Legislature <br /> to take action on. Given that the Legislature has passed the cannabis law,now it is <br /> in the mode of developing the regulatory scheme at the administrative side of the <br /> State government. He was not sure how that topic fit in with Legislative priorities <br /> at this point because he did not know if there were any proposals to change the law, <br /> necessarily, or that the City Council was suggesting any proposals to change the <br /> law in regard to this during this session. <br /> Mr. Trudgeon noted on that point, legislation was passed and now it is up to <br /> implementation. More likely than not, there is going to be clarifying legislation on <br /> this topic and it is hard to say exactly what that is. He would say that retail sales are <br /> not going to start until 2025, so as the City goes throughout the year, as the City <br />
