Consider City Council and Advisory Commission Rules and Procedures <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated January 8, 2024. <br /> Mayor Roe presented possible language to use for the Planning Commission <br /> request to be able to bring forward agenda items. <br /> Councilmember Groff liked the idea of adding in the request by the Planning <br /> Commission. As far as the Zoom meetings, after having the issue with the one the <br /> City would have to put some guardrails into place to really be careful and not have <br /> that happen again. <br /> Councilmember Schroeder liked the way Mayor Roe wrote the language for the <br /> Planning Commission and it also gives the Planning Commission an option versus <br /> mandatory, the way it is written. She agreed with Councilmember Groff. She <br /> indicated regarding the Zoom meetings, she thought this would need to be placed <br /> on an agenda for discussion because there was all kinds of things to consider with <br /> that and the need to address the State rules as well. She was not ready tonight to put <br /> something in the rules on the Zoom meetings. <br /> Mayor Roe thought the Council could request that the rules come back with the <br /> language related to remote participation. He noted the Council does not need to <br /> adopt any new rules at this meeting. <br /> Councilmember Etten explained the Parks and Recreation Commission puts an item <br /> on the agenda if two members agree with an item at a future agenda time or if the <br /> Commissioner sends something in offline to the liaison. He felt that worked pretty <br /> well and was simpler for the average commission. He stated a part of him says not <br /> to make this too complicated. He stated if Mayor Roe's language was used, he <br /> would change the second to last sentence to read"during future agenda review, the <br />
