Councilmember Strahan asked City Attorney Tierney if the City can ask the person what their business is with the City. Mayor Roe thought if the City is limiting it to the cases before the Council, the demonstration or connection,the nexus,is the individual the applicant or the person that has the application before the Council. City Attorney Tierney thought this was a situation where the City was not going to be able to identify every single situation, so it depends. Mayor Roe noted whatever is drafted will have to work and fit in the"it depends." The Council directed staff to bring back amended rules in accordance with tonight's discussion. 8. Council Direction on Councilmember Initiated Agenda Items 9. Approve Minutes Comments and corrections to draft minutes had been submitted by the City Council prior to tonight's meeting and those revisions were incorporated into the draft presented in the Council packet. a. Approve the November 27, 2023 and the December 4, 2023 City Council Meeting Minutes Schroeder moved, Etten seconded, approval of the December 4, 2023 City Council Meeting Minutes as amended. Roll Call Ayes: Etten, Schroeder, Groff, Strahan, and Roe. Nays: None. 10. Approve Consent Agenda At the request of Mayor Roe, City Manager Trudgeon briefly reviewed those items being considered under the Consent Agenda; and as detailed in specific Requests for Council Action dated January 8, 2024 and related attachments.
