Regular City Council Meeting
Monday,January 8,2024
Page 4
Mayor Roe indicated he did note a couple of slight adjustments to the language and
probably only one of which is substantive enough to bring up. He referred Council
to the first page of the more extensive ordinance, line 42, where it indicates: "No
Organization holding more than one permit will be required to forfeit an active
premise permit if the threshold count changes". His only concern there would be
is there the potential for a situation where an organization with a single permit could
be thought of as requiring to forfeit. He noted after talking it through,he understood
and was comfortable with the language.
Councilmember Strahan indicated in the State Statute the police, fire, and other
emergency related services are a part of some Division One, Section F.
Roll Call
Ayes: Etten, Schroeder, Groff, Strahan, and Roe.
Nays: None
Groff, moved, Schroeder seconded, approval of publication of Ordinance Summary
No.1653 entitled, "Approving Publication of an Ordinance Summary of the
Amendment to Title 3, Section 304 of the Roseville City Code".
Roll Call(2/3 Majority Required)
Ayes: Etten, Schroeder, Groff, Strahan, and Roe.
Nays: None
b. Approve Public Works 2024 Work Plan
Assistant Public Works Director/City Engineer Jennifer Lowry briefly highlighted
this item as detailed in the Request for Council Action and related attachments
dated January 8, 2024.
Ms. Lowry presented the Public Works 2024 Work Plan to the City Council.
Mayor Roe asked regarding the Midland Hills area,is it better to do all of the mills
and overlays at the same time as the County Road B project or is that too much.
Ms. Lowry thought there was a lot of benefit in the pricing and coordination to have
that all done at once with one contractor. Staff will work to connect in some of the
side streets for storm sewer and water main. She thought it would be best not to hit
them twice with construction.
Ms. Lowry continued with her presentation on pathways, parking lots, bike paths,
lighting, and ordinance updates.
Councilmember Strahan appreciated all of the items in the work plan, noting there
were two things she thought could be added. She would like to see the City
exploring the lease of EV chargers and the other item is recently she became aware
