She thought it would be nice if more people <br /> could know about that option. She also thought it was another great thing and is a <br /> rebate on people's water bill. <br /> Councilmember Etten thanked Ms. Lowry for the presentation and thought the <br /> Public Works Department was going to be very busy as there are a lot of different <br /> things in the work plan. Thinking about that coordination with people, Ms. Lowry <br /> indicated the Highway 36 project will be done mostly at night and on weekends. <br /> He wondered if this is anticipated to overlap with the County's County Road B <br /> project. <br /> Ms. Lowry explained the City will work to communicate the closures and detours <br /> very well and there will still need to be access available to County Road B and all <br /> of those businesses. She believed the intention was to have one lane of traffic in <br /> each direction on B throughout construction, not full closure. <br /> Councilmember Etten indicated when looking at the street lighting policy,he would <br /> like staff to consider two things. One is the type of bulb that is put into the lights <br /> and then thinking about spill over of lights in the City. <br /> Councilmember Groff thought this was an impressive year's work being proposed. <br /> Councilmember Schroeder indicated that the City's contracts for street lights with <br /> Xcel expired and the City had to take the lights over. She asked how many lights <br /> City ended up taking over. <br /> Ms. Lowry indicated there were 124 contract lights but was not sure if those are the <br /> lights being switched over. <br /> Public Works Director Jess Freihammer explained the leases are expiring and there <br /> are options. The City does not necessarily have to take these over and the leases <br /> could be reupped or the City could pay as it goes with the lights. There are three <br /> options and that is the reason staff wants to go over the lighting policy, especially <br /> because most of the lights are in commercial areas. <br /> Mayor Roe indicated staff talked about the number of line breaks of the water or <br /> sewer over the course of the year and he wondered if this was trending up,or down, <br /> or fairly constant over time. <br /> Mr. Freihammer indicated it has been generally steady. <br /> Mayor Roe asked on the Arden Hills water supply project, if the City provided all <br /> of the water for the City of Arden Hills through the City's contract with the <br /> purchase from St. Paul. <br />
