INTRODUCTI4N <br />This report is the first of a series on determinants of resider�tial develop- <br />ment in th� Metropolitan Area. Although eleven factors were identi�fied <br />as wo�thy of investigation, only three of them were selected for study at <br />this time. They are the effects th.a.t: <br />1, land and development costs , <br />2, f inanc ing , and <br />3. �ewer and water systems <br />have had on decision makers in determining the location, timi�g, density, <br />and desi�n of resid�ntial development. <br />Other factors tentatively programmed for sxudy within the ne�ct two years <br />are as follows : <br />1. <br />2. <br />3� <br />4. <br />5. <br />6. <br />7. <br />8. <br />Accessibility <br />C ommunic ations <br />Governmental and political structure <br />T�.xation <br />Public development controls <br />Ie/Iajor public �nd privats programs and facilities <br />�telationship of new development to existing development <br />Sociological and psychological factors <br />All eleven determ.inants identified are closely related; and, desirably, <br />all should have been studied before reporting on a fev�. After analyzing <br />the remaining determinants, alterations or additions to present con- <br />clusions may be warranted. <br />Since resauxces were limited and recorded data was lacking, heavy <br />reliance was placed upon discu�•�ions with l�nders, builders, realtors, <br />and federal gov�rnment employees in the studies on land costs and <br />financing. Cross checking and comparing replies with published data, <br />when obtainable, minimized many shortcomings of the interview technique. <br />� <br />� <br />, <br />, <br />� ,� <br />
