The proposal as It IS now resubmitted "a~ II total of 254 units of which <br />150 units are apartme'lts and 104 units are manor homes. (n addition, <br />~hl're are the SIX single-farmly lots on the north ~nd of the site. <br /> <br />6. The applicants have met With representatives to the neighborhood and It <br />appears that the slgOlficant adjustments have met With approval. <br />Keepmg In mind that the property 13 zoned ShoppIng Center ar.d that <br />the ComprehensivE' Plan indicates medium denSity reSidential development <br />contiguous to the rear lots or the homes fronting on Grlg!)s Street, it <br />would appeal' that the development proposal represents a substantial <br />"down zonlOg" of the land as It eXIsts today. You are aware that to <br />accomphsh such a reduction in development pohmtial, the City Is <br />entertalnlOg the application or a tax Increment district. Mr. Craig <br />Waldron has produced revl:,ed numbers Indicating how tillS will work and <br />Its Impact over a pNIOtl of time. Mr. Waldron will present the <br />results of hiS analysis at the PlanOlnq Commission hearing. <br /> <br />7. We are aware of a pOSSible procedure to initiate a do Nn zoning of the <br />land utiliZing procedures separate rrom the process Involved 10 this <br />application. If some compromised solution can be atrlved at, avoiding <br />the lengthy and co~tly process and potential litigation appears to be In <br />the pubhc Interest.
