The City Manager is hereby authorized and directed to return forthwith to all bidders <br /> the deposits made with their bids, except the deposits of the successful bidder and the <br /> next lowest bidder shall be retained until contracts have been signed. <br /> BE IT FURTHER RESOLVED by the City Council of the City of Roseville, Minnesota: <br /> The motion for the adoption of the foregoing resolution was duly seconded by Member Strahan, <br /> and upon vote being taken thereon, the following voted in favor thereof: Strahan, Etten, <br /> Schroeder, Groff, and Roe; and the following voted against the same: None. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br />
