Member Tidball explained after the sub-committee met,he wrote up the initial draft and the entire Commission reviewed and spent time talking about this with a couple of small wording exceptions and then the entire Commission voted on this. Mayor Roe explained the initial process where the scope of the Commission was created. Councilmember Strahan knew the Commission had a problem with retention and wondered if the Commission saw the rewriting as a way to improve that with a different understanding of what the goals and expectations are for the organization. Vice-Chair Becker thought it would and was actually thinking about that on the way to the meeting. She explained having come in about three years ago, just having the opportunity to hopefully set up new people coming in to feel more confident. She has looked at the scope and it feels like something all of the Commissioners are in alignment with and will building off of. She thought it felt like the Commission had built a new foundation. She explained the Commission is concerned about retention, outreach, and getting more youth on the Commission again. To do all of that, she thought the Commission is, right now, involved in the not quite as fun work of consensus workshops, figuring out an action plan and the Commission's language. This is not the most exciting work and it does not feel, for some of them, why they joined the Commission, to figure it out. But the truth is, this Commission is going to continue to evolve and change as Roseville's needs and demographics change. She thought the exercise was worthwhile because the Commission needs to practice together as a group being in alignment on their words because much of what the Commission does is about the people in the community and the Commissioners were finding that when going to events. Commissioner Macomber thought the language changes made it easy to see the kind of vision, mission, value, scope, and drill right down into what will be the Commission's workplan activities and see connections between them all. She did not think it was as clear in the original language. Commissioner Francke explained what this new document allows the Commission to do is,when the City recruits people to serve on the Commission,the people who apply already have the drive and desire to do these things. But, if the City can present to them the document that fits their mission and vision and place before them the structure of the Commission and how the person would fit in and make choices to be a part of the Commission, the City will do a lot better getting people to serve and stay on the Commission.
