Regular City Council Meeting Monday,January 22, 2024 Page 3 Mayor Roe stated the Commission could review with the City Council the thought processes,what was noted or observed during discussion, and what stood out to the Commissioners about existing language in the Ordinance related to the HRIEC as well as what is being proposed to the City Council. Commissioner Tidball reviewed the process the sub-committee went through along with the conclusions about the scope of the Commission. The members of the sub- committee thought the scope felt more complicated than it needed to be. Some things were more specific than what should be in a scope document, some things were repeated in several different ways, and it could be simplified. He noted the sub-committee changed very little of what was thought to be the content and the overall meaning of the document, even though it looks substantially different. He thought the easiest way to see what the HRIEC did was to look at the title of Section 205.02, which in the original document is "Purpose, Objectives, Duties and Functions", in the document being proposed it merely says, "Purpose and Function". The Commission thought the scope document should say more broadly the Commission's mission and what areas the Commission should be covering, rather than getting into more specific objectives and duties, which seemed to be in the original document. Rather than taking out the two things, the Commission decided to create a document that describes what the Commission thought was the role of the Commission and how it functioned within its content parameters with that role and that is why the Commission came up with what they have before the City Council. He reviewed the three different roles of the Commission that the members came up with. Vice-Chair Becker thought the Commissioners felt this was a good opportunity because the HRIEC has been trying to land on some of the questions she had when she first came onto the Commission, which were what is the mission and vision as a Commission. The initial scope of the document felt intense, more like a job description to her than an understanding of what the Commissioners were walking into and what the group was going to do at the once-a-month meetings. She thought this felt like a good opportunity to take a look at that scope and figure out what the Commission is because from this opportunity, the Commission has been able to start doing a lot of work around the semantics of what the Commission is doing. She thought that was helping the Commission firm up its work plan. Commissioner Macomber thought this helped the Commission align its activities well with a clear idea of how it is derived from the proposed scope document change and that lets it flow into the processes the Commission will use in the work plan and the activities of the Commission to accomplish the goals. Commissioner Francke explained it allows the Commission to accept a mission and a vision, direct all of their activities towards those, and yet assign a structure which in turn allows the Commission to define objectives within the scope and a workplan
