Regular City Council Meeting <br /> Monday,January 22, 2024 <br /> Page 7 <br /> Mayor Roe thought, as an example of something the City may have thought about <br /> as hypothetical during the drafting process,was the notion that if through the receipt <br /> of individual people's issues over time, and if the Commission sensed a trend about <br /> a particular type of infraction against somebody's human rights seems to be <br /> happening a lot in the community, perhaps then the Commission could say, not <br /> specifically advocating on behalf of the individual, but explaining the issue seems <br /> to be in the forefront of the community and the Commission has had some <br /> discussions with possible solutions by the City and then make recommendations to <br /> the City in that regard. <br /> The Commission concurred. <br /> Councilmember Schroeder wondered why the Commission removed the wording <br /> "Perform other duties and function as directed by the City Council." <br /> Commissioner Tidball explained he would not object to it being in there but the <br /> paragraph right before that pretty much says how the Commission functions on a <br /> regular basis. One would think in that whole process,whatever the Council wanted <br /> the Commission to do or whatever the Commission felt it should be doing, should <br /> all be taken care of. <br /> Councilmember Schroeder explained the Council is trying to have consistency in <br /> the formats of all the Commissions. <br /> Commissioner Tidball thought if it helps in the whole process to have that sentence <br /> in there, he did not see why the Commission would object. The sentence was not <br /> put in there because it seemed redundant to what the Commission was writing. <br /> Councilmember Groff tried to be involved in the discussion but was having audio <br /> difficulties. <br /> Mayor Roe asked if Councilmember Groff needed to see the rest of the Council and <br /> Commission for legally being in attendance. <br /> City Attorney Tierney explained because there is not a vote,there is less of an issue <br /> and the City can allow him to participate but he would not be considered present at <br /> the meeting as a voting member under the open meeting law. <br /> Councilmember Groff was able to get his audio working and thanked the <br /> Commission for all of the work that has been done. He indicated he was getting all <br /> of the points he has been concerned about as far as retention, direction, <br /> understanding, and making the work simplified. The other document was too <br /> complicated. He thought the Commission was heading in the right direction and <br /> he supports the work. <br />
