.
October 1, 1969
CAS E NO :
APPL{CANT:
LOCATION:
ACTION REQUESTED:
523-69
Minnesota hi ighway Department
Snelling Avenue from County Road C to Hamiine Avenue
Consideration of Design Study
PLANNING CONSIDERATIONS:
1. At previous meetings with the Planning Commission and the Highway Depart-
ment we have reviewed various proposals for the handling of Snellirg Avenue
from County Road C to Hamline Avenue. In the past, sugestions have in-
cluded interchanges afi ounty F;oad C-2 at its prsent al ignment, possibil ities
for interchange at C-2 somewhat south of its present alignment, and ofiher
proposais suggesting no interchange at C-2 bufi an overpass at County Road
C-2 or Lydia Avenue. At the fast meeting when the plans were reviewed.
overlays prepared by the village 'indicated various possibilities for infierchange
movements approximately centrai betwen the proposed interchanges at
County Rod C and Hamline Avenue. Following review of thse plans, the
Corrtmission requested that we meet with the iighway Department to consider tie
merits of an interchange verses the }aossibility of having only an overpass
between Couny Road C and Ham) ine Avenue.
2. This week your vil iage engineer and planner met with representatives of the
Highway Department to review these questions. it appears that fihe development
of on interchange can most readily be accomplished at Lydia Avenue. However,
the interchane will,of course,be very clse to Hamline Avsnue to the narth.
With some justification, there is considerable reluctance on the part af the
Metropolitan Council (and the Highway Department) to construct interchanges
at a half mile intrvaf as would be the case here. In the overall, the delefierious
efects of highway traffic to the residential areas involved is minimal if we
simply have a straight forward service road system connecting interchanges at
County Road C and Haml ine Avenue. This creates a difference of sl ightly over
a mile between ihe interchanges with a motel approximately half way beiveer.
Considering fihe implications and problems involved in construcfing any irterchange.
between County Road C and Hamline, there appears considerable merit in utilizing
the simpler solution with merely an overpass at Lydia. The larger scale drawings
and overfays wii! be available at the meefiingto further discuss the merits of this
proposa I .
