I ing Avenue From County Road C to Haml ine Avenue <br />ACTIO N REQUESiED: Approval of Prel iminc y Design <br />PLANI�ING CONSiDERATIONS: <br />l. This application should merit some very serieus consideration on the part <br />of the Village inasmuch as it represents a major departure from previous <br />planning proposals with respect to Snelling Avenue in this area. Firstly, <br />tl�e Highway Department now proposes t� construct a folded diamond <br />i nterchange at County Road C and Sneil ing Avenue witho�t deviating the <br />c�lignmeni• to the west as originally proposed. This is as the Village has <br />reqUested. It Ieaves developable property on the w�est side and on the <br />east side in a manner so that services roads may be extended to serve these <br />properties connecting with interchanges to the north. In this respect, we <br />feel that the proposal submitted by the Highway Department cloes confarm <br />exactly with what was requested by the Vil�age. <br />2. Secondly, the design now suggests the elimination of an inter�hange at <br />County Road C-2 and the construction of an overpass at Lee Avenue. <br />Service roads would thee� be extended from the County Road C interchange <br />north to the interchange with Hamline Avenue just north of the al ignment <br />with County Road D. Inasmuch as County Road C-2 is not an access road <br />to enajor commercial development in this portion of the Villa�e there is <br />same merit in el iminating an interchange at County Road C-2. One of the <br />previous considerations that was felt important with respect to the construction <br />of such an interc ange was the access to the commerciai development in the <br />vicinity of the Paul Bunyan Motel, and of course to the motel itself. You <br />are all aware, of course, of the some of the problems in Qttempting to <br />design an interchange at C-2. The difficulties include the apposition <br />of persons living in single family residences to the east and the problem <br />of creating an alignr��ent that will work efficiently, lt would appear <br />necessary to deviate the alignment to the south around the church if an <br />interchange were to be constructed pt County Road C-2. There is also the <br />problem of the difficult construction which would have to be accorrnlished <br />for the County Road C-2 alignment west of S�elling Avenue. The Engineer <br />
