k <br />a <br />PLANNING REPORT <br />DATE: 3 June 1987 <br />CASE NUMBER: 1734 <br />APPLICANT: Conoco <br />c/o Kayo Oil Company <br />LOCATION: Northwest Corner of County <br />Road C and Snelling Avenue <br />(see sketch) <br />ACTION REQUESTED: Rezoning from Industrial to <br />B-4 and Approval of Special <br />Use Permit for Service <br />Station and Variance to Yard <br />Requirement <br />PLANNING CONSIDERATIONS: <br />1. This site has been occupied by a service station owned by the Conoco <br />people (a subsidiary of Dupont) since 1965. The site is ' 00 feet by 200 <br />feet and is zoned Industrial. MnDOT had acquired the land around this <br />site (to the north and west) for the - planned development of a grade <br />separated interchange at County Road C and Snelling; MnDOT had not <br />purchased this site. Presumably that would have been done at a point <br />in time when the interchange was to be constructed. As you all know, <br />the concept of building an interchange on County Road C and Snelling <br />has been dropped from MnDOT's plans. The right-of-way was reserved <br />for the purchase of land to the west from Marie Slavik and the <br />purchase of land to the east from Bill Fine, but have been sold back to <br />these respective land owners. Thus, the existing service station site is <br />ripe for redevelopment or possibly in combination with contiguous <br />properties. <br />2. When the station site was proposed to be redeveloped as indicated by <br />their architect, Richard Lundahl, we suggested that the best use for this <br />valuable and conspicuous corner of Roseville would be for it to be <br />combined with the Slavik property. As we understand it, representatives <br />of these companies did meet though no purchase or joint venture <br />agreement ensued. <br />3. The applicants are proposing the development of a new service station <br />to include a convenience store, all of which is in accordance with the <br />development regulations and requirements of the B-4 District, except <br />that the canopy will be 20 feet from the south property line rather <br />than the 30 feet required. This condition is established in part by the <br />City's requirements that there be 30 feet of dedication along the south <br />side of the property to be added to the right-of-way for County Road <br />C. <br />4. Attached is a statement from the applicant and the appil'-,ant's <br />architect, a site plan, and perspective of the development. <br />
